1.       Conduct training of teachers and students on field work and to provide them with the opportunity to assist in the collection of data for the major focuses of this assignment.

Commonwealth of Australia AusAid Contextual Approaches to Lifting System, School and Student Performance: Focusing on Literacy and Numeracy in the Early Grades – Part 1

1.       To improve equitable access to and quality of universal basic education for all children in Tonga up to year 8 (form 2)

2.       To improve the access to and quality of post-basic education and training to cater for the different abilities and needs of students

3.       To improve the administration of education and training so that the quality of educational performance is enhanced

4.       Analyze and document evidence of learning outcomes based on available data such as STATS at Year 4 and Early Grade Reading Assessment at Classes 1 – 3. The analysis will identify the focus topics for classroom observation.

5.       Observe and describe classroom teaching/learning processes (around identified focus topics) in specific contexts (small schools, composite and multigrade teaching classes: large schools: Tongatapu and outer island schools; urban and rural schools, etc) Eight (8) schools are selected fro the study: 4 on Tongatapu; 2 in Vava’u and 1 each in Niuatoputapu and Ha’apai.Interview teachers, learners, school principals, within the context of the school.

6.       Focus group discussions, talanoa and nofo with those involved with school and community/local teacher support systems and networks.

Ministry of Education and Training Consultative contract for short-term adviser on Labor market Information

1.       Define scope and availability of nation and regional labor market data available in Tonga.

2.       Identify the primary indicators of capacity and demand in the Tongan labor market and prepare a Consultation Plan suitable to be implemented in stage 2

3.       Assist the lead consultant to conduct a detailed labor market consultation to examine the GoT’s Strategic Development Framework and economic development plans for the labor market over a projection of 3-5 years. Field consultations will gather data and evidence to support an analysis of the characteristics of the current national and regional (Pacific) labor markets, in both public and private sectors with indicators of gaps, areas of peak demand, and strategic plans for skilled labour development.

4.       Conduct an orientation program and on-job training for TSP, MET and relevant ITAC members to enable them to perform effectively in the field research study and labor market studies.
