The USP OHS Policy states that the university as the employer will comply with national occupational health and safety legislations of regional campuses like Vanuatu and consult with staff and student representatives on the development and promotion of an effective health and safety program

The Emalus Campus OHS Committee shall comprise of representatives from the following

  • Campus Management Administration
  • Student Support Services
  • Campus Life
  • FALE includes School of Law
  • FSTE
  • FBE
  • Estates and Infrastructure / Security
  • Student Associations
  • Campus Nurse

Emalus OHS Committee Term of Reference

Meetings

The Committee shall meet at appointed time and venue on campus  at frequency of every 3months as a minimum

Minutes of meetings are to be placed on designated noticeboard on campus for public viewing and on Emalus OHS webpage

Inspections

The committee shall conduct inspections of the campus and report identified hazards to campus management for corrective actions

Reporting Hazards and Incidents

Any person may report hazard identified on campus , formally by filling in identified Hazard Report Form and submit to any of the OHS representatives above

The forms shall be notified to the Chairperson of the OHS committee who shall raise these concerns by consultation with section / staff responsible

The chairperson shall issue a Safety Improvement Notice to section / staff responsible and copy of this notice circulated to Campus Director and USP OHS.

All identified hazards shall be entered into the campus hazard risk register with Chairperson , Campus Director and USP OHS.

In the event these identified hazards are not corrected within the agreed time frame , the chairperson shall escalate this to Campus Director and USP OHS for further action.

Promote Health , Safety , Security and Environmental Initiatives for Campus

The committee shall make recommendations to campus management on health safety security and environmental initiatives for continual improvement of work and learning and residential conditions of staff and students.

This may include

  • Safety Brochures and awareness
  • Safe Work Procedures
  • Personal Protective Equipment, Safety Signage
  • Green Environmental Initiatives- Tree and Vegetation Replanting ,Solar , Water harvesting ,Waste Recycling
  • Security lighting
  • Building Fire Protection
  • Emergency Contact Notices and Evacuation Plans

Training

The committee members shall provide OHS awareness information to staff and students in their areas of responsibility as part of workplace or campus inductions

Technical training shall be provided to staff and students on the recommendation of the committee to campus management and USP OHS

Basic First Aid training for Building First Aider and Fire Safety /Evacuation training for building emergency wardens are provided to committee reps and staff and students by USP OHS.

Disaster Management

The committee shall assist the Emalus Campus Emergency Response Team to mitigate risk posed for student and staff during disaster events

Building First Aiders and Building Emergency Wardens play an important role in this example in having first aider capacity and kits  and conducting evacuation drills during fire and earthquake/tsunami.

Fire

Emalus Campus Fire Emergency Response Procedure ( English )

BUILDING EMERGENCY WARDENS 

Building Fire Wardens are USP staff and designated students  who have received training from their National Fire Authority to conduct basic building fire safety preparedness and response activities, including using firefighting equipment and conducting building evacuations.

Building Emergency wardens are responsible for basic fire safety activities and evacuation of persons in their area of responsibility within the building to designated emergency assembly areas

Their uniform is a red hard hat and bright yellow reflector vest. They report to the Chief Building fire warden and the assistant chief building warden.

EMERGENCY ASSEMBLY AREAS

 

 

An Emergency Assembly Area is a designated safe area or location specific for a hazardous event e.g. emergency assembly area for fire and evacuation site for tsunami, flooding or cyclones.

VOLCANISM & EARTHQUAKES

Vanuatu is located within the Pacific Ocean Ring of Fire, and as such is susceptible to volcanism and earthquakes.

The Vanuatu Geohazards Observatory has a rich source of updated information on the status of Vanuatu’s many volcanic active sites.

Volcanism is evident in several islands within the Vanuatu archipelago which also represents some of the most active volcanoes on the planet.

There are no active volcanos on Efate where the main Emalus campus is located however there are active volcanos on Tana where the USP Tana Center is located; other USP centres are located on Santo and Malekula.

Earthquakes may range from slight earth tremors to violent ground upheavals resulting in a lot of destruction and deaths.

As recently as 2013 Submarine earthquakes have occurred off Vanuatu coastal island groups, however fortunately no tsunami has been generated thus far.

Tsunamis resulting from large submarine earthquakes can exponentially increase destruction and deaths along populated coast lines

 It is important for all persons to be aware of what to do during and after an earthquake has occurred.

TSUNAMI

TSUNAMI HAZARD ZONE

The student residential halls , cafeteria and Kitchen , guest lodge and staff residential quarters are all located within the Emalus Campus Tsunami Hazard Zone.

In the event of a large earthquake , occupants of these buildings must immediately move to tsunami evacuation sites located in the Upper Hilly areas of the campus

The Emalus Campus is a designated tsunami evacuation site for the Port Vila City municipality and coastal surrounding communities.

Tsunami Evacuation Sites in Emalus Campus are all located around the main campus area  , they are Blue 1 ,Blue 2,Blue 3,Blue 4,Blue 5 and Blue 6

In the event of tsunamis occurring / affecting Port Vila , in addition to residential students and staff , the Port Vila community will be converging into these tsunami evacuation sites to escape tsunami waves and damage.

Rain Storms & Cyclone

All USP campuses in the Cyclone belt of the South Pacific Region are susceptible to cyclones during the months between November to April.

It’s important to be well prepared for these cyclones before they happen, and take all precautions during and after cyclones have occurred.

The Vanuatu Meteorological services provides up to date weather forecasting and monitoring of adverse weather conditions like cyclones , rain storms and marine weather forecasts for the Vanuatu archipelago.

WORK ACCIDENT PREVENTION

It is the duty for all USP workers and students to report any hazard or unsafe work act or unsafe workplace condition to their immediate senior supervisor by filling and sending USP Hazard Injury Incident Form

It is the duty of supervisors within Enalus Campus  to ensure that campus management eliminates the risk posed by these hazards or reduces it to negligible levels.

It is the duty of the workplace OHS representative to ensure that these processes are documented and that this process is not impeded.

It is the responsibility of the campus director to ensure that all health and safety issues and incidents are fully investigated and relevant actions taken to address these so as to prevent recurrence .

Responsibility of the Injured Person

Whenever an injury occurs in the workplace it is the responsibility of the worker to report it immediately to his/her immediate supervisor and seek First Aid and definitive medical attention, see FIRST AID in the Workplace.

Emergency Phone Numbers include 000/ 112/ 911 Port Vila Central Hospital and Dial 115 Pro Medical ambulance if specialist paramedic and ambulance transport services is required.

Role of Supervisor

It is the responsibility of the supervisor of the injured worker to arrange and facilitate immediate first aid and definitive medical attention for the injured worker and to fill in the USP hazard injury incident form, this form is to be submitted to USP Health and Wellness Centre Staff Nurse/Matron on duty.

Reporting by Supervisor

All injuries from the most trivial to the most serious or fatal must be notified by the supervisor to the following key persons and departments

·         Emalus Security Office Extension 166 ( lower Campus ) or Extension 333 ( Upper Campus )

·         Emalus Estates and Infrastructure Coordinator Extension 131

Serious Injuries

Serious Injuries must be notified immediately by the supervisor of the worker to the Vanuatu labour department by calling 22610 or 23233 as soon as reasonably possible.

Workers Covered under QBE Scheme

If the worker is covered under the QBE medical insurance scheme, it is a requirement for the worker and the worker’s supervisor to fill out their respective component of the QBE workman compensation form and submit this form to the closest QBE insurance office within 7days of the injury occurring.

Injury and Accident Investigation

It is essential that all serious injuries be formally investigated immediately as is possible

The injured worker, fellow workers witnessing the injury and the supervisor are all required to fill in their statements of their account of the incident and injury occurring.

The campus director or his designated officer and Property & Facilities coordinator is to seal off the incident area and conduct an inspection of the accident scene and submit a report.

The campus director is to conduct an accident inquiry hearing where all persons will be given opportunity to account for the events and causes leading to the accident and injuries occurring.

The date, time, venue and agenda of the inquiry must be circulated to all parties by the campus director a week before the scheduled date.

In addition any key witnesses can be present in this inquiry and a formal minutes recorded of all statements produced in the inquiry 

Copy of the Minutes of inquiry and related reports must be submitted to USP OHS Unit ohs(at)usp.ac.fj as soon as reasonably possible .


 

 

First Aid

First Aid in the Workplace

First Aid is the provision of basic emergency resuscitation & treatment to victims of injuries and illnesses at the time and location of these events occurring until/on route to definitive secondary medical treatment being provided to these victims.

ABCDE is a basic First Aid technique which everyone within the university can master.

First Aid Primary Assessment

USP Staff and students undertake First Aid training with local accredited First Aid Training provider eg. ST John ambulance and Red Cross Societies to attain First Aider certification within the university.

First Aid Training is usually done during semester breaks in April, June and September every year .If interested fill out the USP OHS Training Application form for First Aid training and submit it to USP OHS unit email ohs(at)usp.ac.fj

At the Emalus Campus, it is important to know who your local first aiders are and the locations of first aid stations. These first aiders and first aid kits are identified by signage’s placed close to their locations.

It is the responsibility of the department where the first aid station is located to replenish the first aid kit of its contents at 3 monthly intervals .The first Aider responsible for the kit is responsible for keeping first aid register for it and informing the local workplace OHS committee and head of department.

It is important to call for help whenever an event requires first aid to be administered.

At the Emalus Campus this will require calling immediate workplace supervisors and campus security and nursing staff.

The Port Vila Hospital is located a few km away and will be the main tertiary hospital where most medical and injury cases will be taken to for definitive care.
