Dr. Haruo Nakagawa received a PhD in economics from the Australian National University in 2004 and joined the faculty of the Governance Program of the USP in 2005. He also has Master degrees in Development Economics (Australian National University) and International Affairs (Columbia University, New York). Before starting his academic career, he worked for fourteen years the Customs Service and the Ministry of Finance in Japan.

Research Interests:
Mainly Pacific Island Countries and Australia/New Zealand in relation to:
- Governance and Economics
- Public Economics (Finance) including Public Expenditure Management & Management of State Owned Enterprises
- Development Economics
- International Economics including Trade Analyses, Trade Policy Analysis and Foreign Direct Investment, and Trade in Services
- Economic Growth
