Project Management - Overview

To ensure that the project is managed and operated smoothly, three procedures have been established: monitoring and evaluation system, regular meeting system and publicity.

Establishment of Monitoring and Evaluation system

The long-term experts and USP counterparts are primarily responsible for the planning of their annual activities under their respective components and monitoring their progress. A record activity progress and planning for the ensuing year is documented and formally reported to the Joint Coordinating Committee (JCC).

Joint Coordinating Committee (JCC)

The JCC was established for smooth and effective implementation of the project. JCC is the authorizing committee for decision-making in Fiji that meets once a year to monitor the progress of the project and appraise the annual plan. Fiji jica Office acts as the mediator which then informs the Japan side of decision outcomes from the JCC. Committee members of the JCC comprise of experts from jica and USP side, key stakeholders from Fiji Government and jica Fiji office representatives. A representative from AusAID also participates in the committee in order to avoid duplication of assistance.

Operations Committee (OC)

The Operations Committee is a smaller committee consisting primarily of jica experts and USP counterparts that meets on a quarterly basis to review and exchange information on current progress.

Publicity

The publicity of activities/outputs of the project is conducted to generate awareness and to maximise benefits for local communities of Pacific Island countries and taxpayers in Japan. The jica experts and counterparts plan how to demonstrate the project and decide the contents and media of publicity.
