Public Sector Management course for civil servants in Kiribati

The Pacific Island Centre for Public Administration (PICPA) based at the University of the South Pacific, partnered with the Government of the Republic of Kiribati for the in-country delivery of the University’s Post Graduate course in Public Policy Analysis and Public Sector Leadership (MG453).
MG453 is one of two courses necessary for the completion of the Graduate Certificate in Public Sector Management.
The course was targeted at executive level civil servants. The training was one of the key activities which PICPA sponsored in order to raise the skills of public servants to better match their governments’ needs.
The course launched by the Kiribati Secretary to Cabinet, Ms Teekoa Iuta, in Tarawa on 26 February 2013, was aimed at the following learning outcomes:
· Manage the different but overlapping roles of managers and leaders in public organisations;
· Choose competencies required for a competent manager and a leader in public organisations;
· Formulate decisions that reflect cultural and gender awareness;
· Formulate a realistic vision for public organisations and devise strategies to support vision;
· Evaluate different public policy models and concepts;
· Construct policy problems and recommend feasible alternatives as solutions;
· Measure problems and propose alternatives to remedy a problem when implementing policy; and
· Evaluate a policy and propose ideas and changes for further improvement.
The PICPA Advisor for Training and Capacity Development, Dr Desmond Amosa, emphasised the importance of the training, by explaining that leaders and key decision-makers have the responsibility to participate in civic affairs.
"In that capacity, we need tools to enable us participate wholly and effectively - the analytical, ethical, and practical skills necessary to effectively engage in public affairs, and make meaningful and impactful decisions that will advance our societies,” he continued.
Dr Amosa added that the delivery of the course is part of PICPA’s key regional capacity development strategy to provide in-country USP-accredited learning opportunities to civil servants in the Pacific.
Ms Iuta, acknowledged the partnership, thanking PICPA, AusAID and local experts including former President of Kiribati, Sir Ieremia Tabai, and former Secretary to Cabinet, Ms Makurita Baaro, for supporting the capacity development of Kiribati senior civil servants
Urging participants for their full commitment to the course, Ms Iuta said, “as future secretaries to Government Ministries it is important that you are able to perform to the best of your ability, with provision of sound and well researched policy advice that will lead to well informed decisions by the Government.”
The training course was co-facilitated by Dr Amosa and Australia National University Adjunct Professor Peter Lamour.
The program, which is made up of four modules, adopts a multimodal learning approach. After successfully completing the modules later this year, participants will be awarded the Graduate Certificate in Public Sector Management.
The in-country Post Graduate course in Public Sector Management is part of a larger program of activities that PICPA will be replicating in 14 Pacific Island Countries (PICs).
PICPA is a joint initiative between USP and the Australian Government. It is designed to respond to the needs and plans identified by 14 PICs for strengthened public administration to enable improved service delivery to their people and foster economic growth.
