Capacity building initiatives in public service will yield better impact and results if they are properly linked and sequenced, said Mr Parmesh Chand, Director of The University of the South Pacific’s (USP) Pacific Islands Centre for Public Administration (PICPA).
He made the comments as the Centre embarks on providing a series of well targeted assistance to the Public Service Commission in Tonga, towards effective implementation of its Performance Management System (PMS) in the Tongan Public Service.
Mr Chand said in this instance, PICPA has been engaged under the bilateral programme of the Australian Department of Foreign Affairs and Trade (DFAT) with the Government of Tonga.
“There has been ongoing assistance provided by the Government of Australia in collaboration with other development partners such as the World Bank to improve the capabilities of the Public Service Commission in Tonga to effectively implement the PMS, thereby improving performance standards of public servants and ultimately public service delivery,” he said.
The assistance provided will entail convening of a series of workshops to improve skills of civil servants in writing job descriptions, conducting effective job interviews and providing monitoring and counselling to improve workplace performance.
These workshops will be convened by specialised consultants for selected cohorts of civil servants at various times between early May and early June.
PICPA is a specialist centre which responds to the identified needs and plans of Pacific Island Countries (PICs) for strengthened public administration to enable improved service delivery and sustainable economic growth.
