(From L-R): Mr Varunesh Rao, Acting Manager Learning Systems, Dr Krishna Raghuwaiya, representative from AUSPS, Professor Rajesh Chandra, Vice-Chancellor and President of USP, and Mr Dhiraj Bhartu, Interim Director of Human Resources after the signing.

The Vice-Chancellor and President of The University of the South Pacific (USP), Professor Rajesh Chandra has signed a Memorandum of Agreement (MOA) with the Association of The University of the South Pacific Staff (AUSPS) for setting the new salary structure for Professional Staff and the implementation of the Job Evaluation, which will see the completion of the De-linking exercise.

In 2010, AUSPS signed an agreement with the University Management to officially delink professional staff remuneration from academic remuneration.

The agreement was to establish a new classification structure and appropriate remuneration for the professional staff category, which was aligned more to their market.

While signing the MOA on 12 July 2017, Professor Chandra said that this is something that the University has been working jointly with AUSPS for some years now and added that, “we are very pleased that we are able to come to this conclusion.”

Professor Chandra was pleased to note that it has been a mutually agreed arrangement that should provide a very constructive basis for engaging with AUSPS in a range of other areas for mutual benefit in the future.

Historically the University’s professional staff have been linked to the academic staff but the market for these staff is very different and therefore in line with the University’s overall alignment of specific categories of staff with very specific competitors, this de-linking exercise was conducted.

This exercise is based on survey data that gives both sides a basis for understanding where the salary point should be.

“We are working on other areas such as introduction of five-year contracts for professional staff as we work through the required changes in the terms and conditions,” Professor Chandra said.

The Vice-Chancellor and President acknowledged the leadership of Professor Derrick Armstrong, Deputy Vice-Chancellor, Research, Innovation and International who has been the person from the University’s Senior Management Team mainly negotiating with staff association in this regard.

He also thanked the leadership of the AUSPS and the University’s Interim Director HR.

Dr Krishna Raghuwaiya, representative from AUSPS said that coming to the conclusion of this exercise is one of the best achievements for his association so far.

“We are glad that we have come to a conclusion on this which started in 2010. We are also pleased that the University management has always been very forthcoming with this,” Dr Raghuwaiya said.

Dr Raghuwaiya thanked Professor Chandra for his support and also thanked the AUSPS team for the hard work put in the negotiations over the years.

The signing was also attended by Mr Dhiraj Bhartu, Interim Director of Human Resources and Mr Varunesh Rao, Acting Manager Learning Systems.

The new salary structure is in effect from January 2017.
