To be the Pacific’s hub for educational research.


To assist Pacific countries to achieve quality education by providing them with quality, relevant and cost-effective educational services, research and publications relevant to their needs and priorities.


To utilise ours and our network’s expertise and resources to develop capacity in the region to achieve and sustain quality education at all levels.

The Institute, however, is required to be self-funding and therefore, its activities serve dual purposes: to provide quality services to the region and to generate income to enable it to be self-sufficient and sustainable in the short and long term.


The values and principles that underpin the Institute’s work are:

Maintaining strong relationships - guiding our engagement with national ministries, departments of education, national teacher education institutes, schools and local communities.

Integrity - that our work is based on valid data, sound advice, and honest reporting.

Humility - that in our performance we are continuously learning from others, value the trust given to us by Pacific communities, honour Pacific knowledge, context and aspirations.

Innovation - that we strive for authentic, inspirational, and sustainable solutions based on Pacific realities.
