Seminar on 'Empirical Evidence based Policy Formulation' by Prof. Divesh Sharma

Prof. Divesh Sharma

Professor Divesh Sharma, a Distinguished Professor of Accounting and Doctoral Program Coordinator in the School of Accountancy at Kennesaw State University in Georgia, USA, presented his recent work on 'Empirical Evidence based Policy Formulation' to the USP School of Accounting & Finance on 25th July, 2018.

Abstract of the paper:

Frequently, policy makers draft and implement policies that are ill-informed, which subsequently lead to unintended consequences. For instance, when the Sarbanes-Oxley Act of 2002 (SOX) introduced new requirements on CEO and CFOs to certify financial statements and internal control effectiveness, there was tremendous executive turnover and demand for high quality auditors. Coupled with the SOX ban on non-audit services there was a rebalancing of audit clients that saw risky clients either de-listing to go private or switch to a lower quality auditor. These changes resulted in high costs to firms without commensurate economic benefits. The financial crisis led to the Dodd-Frank Act of 2010 and resulted in similar intended and unintended consequences. This seminar discusses the link between empirical accounting research and policy formulation, and in doing so, the seminar provides avenues for future research that can better inform policy makers.
