Tony was appointed in the role on 1st August 2023.

Tony has almost 10 years of experience in project management, having worked with the Australian scholarship programme with the USP Samoa Campus and thereafter with various donor projects with DFAT, UNESCAP, ADB and ITU. He worked as a Communication and Monitoring & Evaluation Consultant for a World Bank transport project with the Tonga Government’s Ministry of Infrastructure, strengthening the program outcomes through monitoring, evaluation, learning and providing knowledge management products. Tony also gained valuable private sector experience having held senior management positions with the Tonga Government owned business known as Tonga Post Ltd and with the Digicel Pacific business.

In his role as Development Manager, Tony is primarily responsible for providing oversight and management of all funded Projects at USP and ensures that the University effectively meets its contractual obligations in a timely delivery of outcomes-based quality project reporting, monitoring, evaluation and financial acquittals. The role is also the USP focal point for all funded projects MoU’s/LoA’s and it’s negotiation and works closely with the Project Coordinators and Officers across USP to ensure that the outcomes/goals of the projects are effectively delivered as per the signed Contractual Agreements. The position ensures that quarterly, bi-annual, and annual reports for funded research and projects are prepared in consultation with Project implementers and thoroughly reviewed for results. The Manager Development works in consultation within the University to ensure that, where required, the project implementation units are set up as effectively and efficiently to ensure that project implementation is not affected.

Tony has a Samoan father and Tongan mother and he is passionate about leading and motivating teams to deliver shared goals. Tony holds a Bachelor of Commerce degree from USP and a Master’s Degree in Public Administration from University of Hawaii.
