Global Climate Change Alliance Plus Scaling up Pacific Adaptation (GCCA+ SUPA)

 

The first phase of the Global Climate Change Alliance (GCCA), 2007 – 2014, sought to strengthen dialogue, exchange of experiences and cooperation on climate change between the EU and developing countries most vulnerable to climate change, in particular Least Developed Countries and Small Island Developing States. During this first phase there were two regional projects in the Pacific and several bilateral projects. The second phase of the GCCA, known as GCCA+ runs from 2014 – 2020, and has three priority areas: (i) climate change mainstreaming and poverty reduction; (ii) increasing resilience to climate-related stresses and shocks; and (iii) sector based climate change adaptation and mitigation strategies.

The Global Climate Change Alliance Plus Scaling up Pacific Adaptation (GCCA+ SUPA) Project is about scaling up climate change adaptation measures in specific sectors supported by knowledge management and capacity building. The Specific Objective is to strengthen the implementation of sector-based, but integrated, climate change and disaster risk management strategies and plans.

The 4.5 year project (2019-2023) is funded with €15 million from the European Union (EU) and implemented by The Pacific Community (SPC) in partnership with the Secretariat of the Pacific Regional Environment Programme (SPREP) and the University of the South Pacific (USP), in collaboration with the governments and peoples of Cook Islands, Federated States of Micronesia (FSM), Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Tonga and Tuvalu.

USP has been allocated 2.1 million Euros to lead the implementation of output 2 focused on capacity building for local area stakeholders and especially subnational governments and communities based on a needs analysis. Accredited training in resilience will be delivered in each country informed by local context to support sustainable development planning for the USP established Locally Managed Climate Change Adaptation Network and its national and sub-national stakeholders.
